Regarding his letter of the 5th of October, that he received after his arrival at Liverpool; expressing his appreciation at the offer of his services, but indicating that he "had no concern myself in the conduct of the Election; & had therefore no occasion to avail myself of your willingness to be of use to me in London" and that he was too busy to have responded sooner.
